During the period between April 3, 2029 and March 25, 2031, the United States of America was governed by a string of three successive military juntas, the first one being the Junta for the Restoration of National Security under Kyle Hamilton, which governed the nation from April 3, 2029 until October 15 of that same year, at which point Hamilton was murdered and overthrown by Elliot Saunders and the junta was replaced by the National Salvation Junta. Saunders' junta would rule the nation for over a year, lasting until December 25, 2030, at which point Saunders was placed under house arrest and replaced by Reuben Lewis, who established the Grand American Junta. The military would be toppled from power only a few months later, however, when a string of student protests escalated into the American Revolution of 2031 after attempts to violently suppress them, and democracy would be restored. However, the new post-revolution government would be weak and found itself largely unable to extend its control over the states, leading to many of the states breaking away, and within 2 years the United States had largely collapsed. During the reign of the military juntas, the Constitution of the United States was suspended, while many freedoms were curtailed, especially those of religion, speech and the press.

State surveillence was increased, with a government agency being created to crack down on any and all opposition to the only legal party, the far-right Patriot Party, a breakaway faction from the Republican Party (which was outlawed after the 2029 coup d'etat alongside other parties). In addition, the government reinstated laws against homosexuality and began a fierce campaign to persecute LGBTQ+ residents within the country, while many progressive activists were also persecuted and the teaching of critical race theory made punishable by death. School curriculums were adjusted to push clear, far-right political messages on children, with many glorifying the Confederate States in the American Civil War, demonizing Abraham Lincoln among other things. These factors led to a large influx of immigrants to Canada and Mexico, and within only a few weeks of the 2029 coup d'etat the American Liberation Committee had been established in Ottawa as a government in-exile of the pre-coup United States government. Numerous rebel groups would wage guerrilla campaigns against the military junta during the reign of the junta, which led to revenge attacks by forces supportive of the junta, especially from groups such as the Proud Boys. Many of these attacks led to significant civilian casualties and only served to make the junta even more unpopular, causing increased tension between the civilian population and the military junta.

The military junta at its maximum territorial extent exercised control over the entirety of the Continental United States as well as Alaska and the United States Virgin Islands. The junta never controlled the state of Hawaii, which became a de facto independent state after the April 2029 coup and launched a rebellion against the federal government in DC. Puerto Rico also broke away and declared independence after the April 2029 coup, while Guam and the Northern Mariana Islands voted to join New Zealand for protection, later being ceded to Micronesia in 2033, while America's other holdings in the Pacific Ocean were occupied by Japan, New Zealand and Australia. Much of the United Nations refused to recognize the military junta during its rule, instead recognizing the American Liberation Committee as America's legitimate government, with the European Union and remnants of NATO (after America's suspension from the organization in April 2029) quietly funding resistance movements in the United States, with Canada alone taking in tens of thousands of American refugees who had fled the persecution of the military junta. Puerto Rican forces would later invade and occupy the United States Virgin Islands in 2030 with the backing of British forces stationed within the British Virgin Islands, while anti-junta insurgents controlled much of the states of Colorado, North Carolina, Oregon and Washington by the time of the 2031 revolution.
