The 2024 Finolia People's Council special election took place on April 16, 2024. Each Finolian state and territory voted for representatives that would decide control of the chamber. This election was the first for the recently expanded Council, which increased its number of seats to 565. This was the first People's Council election since the re-election of President Arhan Ruubé in 2023.
The Green Party of Finolia won the most seats, caucusing alongside the left-wing Party for Finolian Prosperity, which won 19 seats. The Federal Conservative Party won 228 seats and Finolia First, the other member of the right bloc, won 25 seats. Neither bloc won control of the chamber initially, with both having just under the 283 total seats needed to win the Council. With a hung Council, leadership of both the left and right blocs participated in intense deliberation and compromise with the non-caucusing parties: the Carbisian People's Party, Carbisian Nationals, and Finolian Liberals. In an attempt to win over the Finolian Liberals, the Greens promised to pass moderate legislation rather than cooperate with the PFP on leftist bills. On the other hand, the Federal Conservatives agreed to work with the Finolian Liberals on deregulation legislation. The Green Party needed to gain the support of only the Carbisian People's Party for the left bloc to win a majority. On April 21, the Carbisian People's Party agreed to caucus with the left bloc, giving them a majority in the chamber. They were soon followed by the Finolian Nationals, whose leadership overwhelmingly voted to join the left bloc. The Finolian Liberals, who the right bloc desperately needed for a chance to control the Council, publicly announced that they would not caucus with either bloc.
This election marked the best performance for the Federal Conservatives since the 2019 elections. Despite President Ruubé's broad popularity among voters, the Federal Conservative Party outperformed the expectations of many by winning a majority of seats in several Green Coast states. The party's performance in the reliably Green state of Edisti was especially impressive; they won 36 out of the 67 seats. Majora, the country's third-most populous state and a stronghold for the Green Party, saw the Federal Conservatives lose by only three seats. After several years of Green dominance in the chamber, members of the party expected to easily win a majority of seats. It was shocking to many when the Federal Conservatives won a majority of seats in several Green Coast states, proving that the Green Coast is fragile and can in fact be broken. The overperformance of the Federal Conservative Party has been attributed to a stagnating economy and growing unemployment around the country.
Despite losing control of the chamber, members of the Federal Conservative Party declared the results a victory. They claimed that the unexpected and historic showing for the party should be seen as a political victory by pundits and members of the opposition. In a speech following the caucus agreements, Federal Conservative party leader Naruu Kola promised to win the chamber in the next cycle and claimed to want "vengeance" against the non-caucusing parties for refusing to side with them. Journalists noted the unusually intense tone heard in Kola's speech. During his speech, Kola also hinted at a potential presidential run in 2026, stating that he will be able to "dethrone" incumbent president Arhan Ruubé with the "new strength" of the conservative movement in Finolia. The left bloc has noted the increasingly populist messaging in Kola's recent speeches, causing concern among opponents that the party may be shifting closer to the ideology of the far-right Finolia First party.
